E. Asger, Fourth Clerk in the Colonial Secretary's Office, I have provisionally promoted, subject to your confirmation, Mr. F. X. H. Rozario to be Fourth Clerk, and Mr. R. H. Kotewall to be Fifth Clerk, with effect from the 4th. instant. Mr. Rozario's scale of salary is not affected by his promotion but Mr. Kotewall will receive an annual increment of salary of $120 instead of $60 biennially and will, under the scheme approved by you, proceed in due course to a maximum of $1,800.
